It is like a little long phrase but it is simple. Actually it is noun after all. It is translated into like “ramen shop which opened recently”.

最近 is recently.

And the word オープンした is come from English. オープン is “open”.

ラーメン屋 is of course “ramen shop”.

があるんだ

があるんだ itself doesn’t make sense because it has no subject.

So we should look back.

最近オープンしたラーメン屋があるんだ

It does make sense.

“There is a ramen shop opened recently”.

〜がある or 〜がいる is translated into English like “there is” or “there are.”
