He is 57th emperor of Japan.

筑波嶺のみねより落つるみなの川恋ぞつもりて淵となりぬる

This waka is read like “Tsukubaneno mineyoriotsuru minanogawa koizotsumorite fuchitonarinuru”.

Tsukubane is Tsukuba mountain.

Mineyoriotsuru minanogawa describe that water in the mountain gradually become a river called minanogawa.

Koizotsumorite fuchitonarinuru means love is deepen and become stronger love.

So, this waka means like,

My love is deepen and became big. It is like a water in the Tsukuba mountain become a river.
